Một bước lùi cho nhân quyền Việt Nam
Thời gian mới đây đă có nhiều bước lùi đối với nhân quyền tại Việt Nam. Chính phủ Na Uy đă lên tiếng phản đối chính thức về việc giam cầm Linh mục Nguyễn Văn Lư và việc nhà cầm quyền VN đă từ chối cấp chiếu khán nhập cảnh cho chủ tịch Hiệp hội nhân quyền Rafto đến Việt Nam.

Công an Việt Nam trong những tuần vừa qua đă bắt giam và quản thúc nhiều thành viên thuộc những phong trào dân chủ. Trong số thành phần bắt giam có Linh mục Thiên Chúa giáo Nguyễn Văn Lư và nhiều thành viên của tổ chức Khối 8406 / Liên Minh Dân Chủ và Nhân Quyền được thành lập vào năm 2006. Cả việc kiểm soát những viên chức thuộc Giáo hội Phật giáo Thống nhất Việt Nam, trong đó có Ḥa thượng Thích Quảng Độ, người được vinh danh qua giải nhân quyền Na Uy Rafto 2006.

- Na Uy đă chính thức phản đối việc giam cầm Linh mục Lư và từ chối cấp chiếu khán nhập cảnh cho chủ tịch Hiệp hội Rafto, theo lời Quốc vụ khanh (Ngoại giao) Raymond Johansen.
- Na Uy yêu cầu phóng thích cho Linh mục Lư và ngưng cáo buộc đối với Linh mục. Chúng tôi rất tiếc là Nhà cầm quyền Việt Nam vẫn duy tŕ việc từ chối nhập cảnh của giám đốc điều hành, theo lời Thứ trưởng Ngoại giao Raymond Johansen.
Ông Johansen nhấn mạnh rằng chính phủ Na Uy đă phản ảnh quyết liệt đến nhà cầm quyền Việt Nam về sự lo ngại đối với việc bắt bớ giam cầm những nhà đối kháng dân chủ trong những tuần lễ và nhiều ngày qua.
Một trong những người vận động dân chủ được biết đến là giáo sư Nguyễn Chính Kết lănh đạo khối 8406 / Liên Minh Dân Chủ và Nhân quyền Việt Nam, hiện đang có mặt tại Na Uy trong tuần này và tiếp xúc với Thứ trưởng Ngoại giao Raymond hôm nay (8/3/2007)
Những cuộc đối thoại
Kể từ năm 2003 Na Uy đă có những buổi đối thoại chính thức về nhân quyền với Việt Nam. Đối thoại nhắm về trường hợp như án tử h́nh, quyền của thành phần sắc tộc, t́nh trạng trại tù và việc tống giam những người vận động Nhân quyền.
Trong cuộc đối thoại vào tháng Giêng năm nay, t́nh trạng Nhân quyền được nhắc đến, điển h́nh là trường hợp của Ḥa Thượng Thích Quảng Độ, theo Thứ trưởng Ngoại giao Johansen.

Setback to Human Rights in Vietnam
Human rights in Vietnam have suffered several setbacks in recent weeks. The Norwegian authorities have made formal protests against the arrest of Father Nguyen Van Ly and the refusal of the Vietnamese authorities to allow the Chairman of the Board of the Rafto Foundation to enter the country.
Vietnam’s security police have in recent weeks arrested several members of the country’s growing democracy movement and placed them under house arrest. These include the Catholic priest Fader Nguyen Van Ly and various members of the political group Bloc 8406/Alliance for Democracy and Human Rights, which was formed in 2006. Members of the United Buddhist Church of Vietnam, including Thich Quang Do, the recipient of the Rafto Prize in 2006, have also been subjected to increased controls.
“We have protested both at the arrest of Father Ly and at the refusal to grant a visa to the Chairman of the Board of the Rafto Foundation,” says State Secretary Raymond Johansen.
“We have requested that Father Ly be released, and that the charges against him be dropped. We deeply regret that the Vietnamese authorities are continuing to refuse permission for the head of the Rafto Foundation to enter the country.”
Mr Johansen emphasises that the Norwegian authorities have expressed strong concern to the Vietnamese authorities about the arrests of several other peaceful, non-violent pro-democracy activists in recent days and weeks.
One of Vietnam’s most well-known pro-democracy activists, Professor Nguyen Chinh Ket––who heads Bloc 8406/Alliance for Democracy and Human Rights––is visiting Norway this week, and will have a meeting with State Secretary Raymond Johansen on Thursday 8 March.
Norway has had a formal human rights dialogue with Vietnam since 2003. The dialogue has focused on the death penalty, minority rights, prison conditions and the situation of imprisoned human rights defenders. During the dialogue meeting in January, Mr Johansen took up the situation of a number of human rights defenders, including Thich Quang Do.

Tilbakeslag for menneskerettighetene i Vietnam
Den siste tiden har det vært flere tilbakeslag mot menneskerettighetene i Vietnam. Norske myndigheter har protestert formelt både mot arrestasjonen av Fader Nguyen Van Ly og mot det faktum at leder for Raftostiftelsen ikke har fått innreisetillatelse til Vietnam.
Kneble demokratiet
Vietnamesisk sikkerhetspoliti har de siste ukene arrestert og satt flere medlemmer av den voksende demokratibevegelsen i husarrest. Blant de som er rammet er den katolske presten Fader Nguyen Van Ly og flere medlemmer i den politiske grupperingen Bloc 8406/Alliance for Democracy and Human Rights som ble dannet i 2006. Kontrollen over medlemmene av United Buddhist Church of Vietnam, deriblant Thich Quang Do som fikk Raftoprisen i 2006, er også intensivert.
Sterk bekymring
- Vi har protestert mot både arrestasjonen av Fader Ly og mot visum-nekten som Raftostiftelsens leder har vært utsatt for, sier statssekretær Raymond Johansen.
- Vi har bedt om at Fader Ly settes fri og at tiltalen mot ham frafalles. Vi beklager sterkt at vietnamesiske myndigheter opprettholder avslaget på innreisetillatelse for Raftostiftelsens leder, sier Johansen.
Johansen understreker at norske myndigheter også har uttrykt sterk bekymring over vietnamesiske myndigheter på grunn av arrestasjoner av flere andre fredelige demokrati-forkjempere de siste ukene og dagene.
En av Vietnams mest kjente demokratiforkjempere, professor Nguyen Chinh Ket som leder Bloc 8406/Alliance for Democracy and Human Rights, er i Norge denne uken og møter statssekretær Raymond Johansen i dag.
Dialogene
Siden 2003 har Norge hatt en formalisert menneskerettighetsdialog med Vietnam. Dialogen har hatt fokus på dødsstraff, minoriteters rettigheter, fengselsforhold og situasjonen til fengslede MR-forkjempere. Under dialogmøtet avholdt i januar i år ble situasjonen for en rekke MR-forsvarere, deriblant Thich Quang Do, tatt opp av statssekretær Johansen.
